CG Chair Philip K. Howard Addresses 2nd Circuit Judges

On June 7, Philip K. Howard was the sole outside speaker at the Second Circuit Judicial Conference, telling several hundred federal judges how a "laissez faire" system of judging has turned lawsuits into a weapon for extortion. The Chief Judge, John Walker, expressed interest in gathering together leading judges from around the country to discuss whether judges should play a more active role as gatekeepers, deciding who can sue for what.
