Stifling the Civil Service Steven Kelman July 31, 2003 CG Advisory Board member Steven Kelman argues in an op-ed featured in The Washington
Post that innovation in government should be encouraged. Acknowledging that DARPA's
"terrorism futures market" was a bad idea for a lot of reasons, Kelman nevertheless
worries that the backlash will likely stifle future attempts at creativity.
"We have too much bureaucracy in government, and not enough incentives for our
civil servants to be creative and innovative. This atmosphere also makes the government
a less attractive place for young people who want to be creative in their work."
